If you’re narrating an event, set quotes off in their own paragraphs. It is confusing to read a paragraph in which a quote is wedged in the middle of exposition. It’s even more confusing to have two or more quotes from a person sprinkled in a paragraph. And quoting two or more people within one paragraph is unreadable.
